The National Solar Energy Research Institute of India estimates that the development potential of the Indian rooftop solar mounting system industry is 42.83GW. Based on this expectation, the Indian central government has set an ambitious goal, that is, by 2022, the all-India 40GW roof mounting system will be grid-connected (based on the goal of 100GW solar mounting structure in 2022). In contrast to the overall target of 40GW in 2022, as of January 31, 2021, the total installed and grid-connected roof mounting system capacity in India is 3.73GW.
 
On March 8, 2021, the Energy Standing Committee pointed out in the "2021-2022 Ministry of New Energy and Renewable Energy Grant Demand Report" submitted to the parliament that the committee’s opinion of the Ministry of New Energy and Renewable Energy (MNRE) solar solar mounting structure The weak performance of the roof plan is concerned. In contrast to the 2022 target of 40GW rooftop photovoltaic mounting capacity, as of January 31, 2021, India's total installed capacity is only 3.73GW, that is to say, the target completion rate is even less than 10%.
 
Although India will only add 3.24GW of photovoltaic power in 2020, India has already accumulated 47.5GW of large-scale photovoltaic power plant plans in the power pipeline, of which 24.5GW has already started bidding in Q4 of 2020, and the Indian photovoltaic market is gaining momentum. The committee pointed out that “it has been observed that due to the time-consuming and complicated installation process, as well as delays in granting subsidies, rooftop photovoltaic mounting systems are not attractive to consumers.”
 
The committee believes that in view of the performance of MNRE in this field so far, according to the current rate of progress, the possibility of achieving the goal of 40GW roof mounting system in 2022 is very small. One of the main reasons for such slow progress is the lack of public awareness of this plan.
 
When asked about the reasons for the slow progress of the rooftop solar plan, MNRE cited the following factors. -Multiple bids by different agencies and serious delays in bidding since then-Participation of multiple agencies-National Energy Administration, Power Distribution Company, PSU, Developers, etc.-Lack of unified supervision/mandatory notification for rooftop solar-Potential beneficiaries Lack of awareness-The distribution company is worried about losing revenue.
 
The representative of MNRE said, “In order to solve the problems faced during the implementation period, especially the fact that consumers must contact multiple agencies to install RTS equipment, we have decided to use the power distribution company and its local offices as the implementation of the RTS program when advancing this plan. node."
 
In view of the weak performance, the committee recommends: 1. MNRE should widely publicize the benefits of roof mounting system in local print and electronic media, in addition to incentives provided by the government for this purpose, so as to raise public awareness.
 
2. A single window customs clearance system should be arranged in the first stage, and this system should be put in place at all regional headquarters in All India, so as to provide customers with assistance/service/information, and facilitate customers to install roof mounting system systems in a barrier-free manner.
 
3. The above-mentioned single window clearing system should be used to make the subsidy payment process transparent, simple and fast. It is best to develop a digital platform for this purpose to reduce the interpersonal interface in the process.
 
The committee also expressed concern that MNRE has been unable to achieve its actual annual targets. Compared with the grid-connected renewable energy targets of 15355MW in 2018-2019 and 11852MW in 2019-2020, MNRE only achieved 8195.52MW and 8761.26MW respectively. The gap ratio in recent years is about 45% and 26%. Similarly, from 2020 to 2021 (as of January 2021), the installed capacity is 5473.08MW, and the target is 12380MW.
 
The committee believes that because it has been unable to achieve the specified actual annual target, it may be difficult for MNRE to achieve the 2022 target of 175GW.
 
Regardless of the size of India’s plan, the size of the cowhide and the amount of moisture, the government once gave the global photovoltaic industry a big pie for China, and the expectations it brought to India’s photovoltaic manufacturing, even if in the end, India’s consistent style "normally failed to materialize." After a few discounts, the industry still has expectations.
 
India originally planned to achieve a cumulative installed capacity of 100GW by 2022. Assuming that India can “pass” as the bottom limit, there is still 21GW of space in the next two years. Therefore, some reports believe that India is likely to become the fourth major photovoltaic market after China, the United States and Europe in 2021, with new installed capacity expected to exceed 10GW, and India’s new photovoltaic capacity may even reach a new high in 2022.
