In the first nine months of 2021, Liaocheng City, Shandong Province will add 639,200 kilowatts of solar mounting structure capacity, which has reached 50% of the increase in the "13th Five-Year Plan" period. It is estimated that more than 700,000 kilowatts will be added throughout the year. In the first year of the "14th Five-Year Plan", the city adopted various measures to promote the development of photovoltaic projects, and the city's photovoltaic power generation entered an "explosive period."

Focusing on achieving the goal and task of "carbon peak and carbon neutrality", the city has actively adjusted its energy structure and promoted energy production and consumption revolution since the beginning of this year. Our city is focusing on increasing the consumption of non-fossil energy. At present, non-fossil energy mainly includes photovoltaic power generation, waste incineration power generation, biomass direct combustion power generation and wind power generation. As of September, the installed capacity of renewable energy in our city reached 2,204,200 kilowatts, accounting for 15.6% of the city’s operating power generation units, of which the installed capacity of solar bracket was 1,699.2 million kilowatts, accounting for 89.34% of the installed capacity of renewable energy. Photovoltaic power generation has become our country. The main choice for the city’s energy transition to clean and low-carbon.

In photovoltaic power generation, Liaocheng City, Shandong has actively carried out the entire county to promote the national pilot work of rooftop distributed photovoltaic. The Municipal Development and Reform Commission, in accordance with the requirements for the development of the entire county’s rooftop distributed photovoltaic development pilot, actively organizes the preparation of pilot schemes for all counties and districts to declare. After the evaluation of experts organized by the Provincial Energy Bureau, 7 whole counties, urban areas, including Chiping District, Linqing City, Guanxian County, Yanggu County, Xinxian County, Dongchangfu District, and Development Zone in our city have developed distributed photovoltaic solutions on a large scale. Included in the scope of national pilot projects, the number ranks second in the province. In the future, our city will, through government-enterprise cooperation and market-oriented operation, give full play to the advantages of building roof resources that are rich and widely distributed, and most of them are flat roofs and have huge development potential, and create a good environment for the development of distributed solar mounting brackets.

At the end of the "Eleventh Five-Year Plan" period, our city began to promote solar photovoltaic power generation. By the end of the "Twelfth Five-Year Plan" period, the city's installed photovoltaic power generation capacity reached 66,000 kilowatts, with an annual power generation capacity of about 79 million kilowatt-hours. By the end of the "13th Five-Year Plan", the city's installed photovoltaic power generation capacity reached 1,333,700 kilowatts, with an annual power generation capacity of about 1.6 billion kilowatt hours. During the "13th Five-Year Plan" period, the installed photovoltaic power generation capacity and annual power generation both increased by more than 20 times.
